Tamar Elkeles Ph.D

Tamar Elkeles, Ph.D. is an experienced Chief Learning Officer (CLO), Chief Human Resources Officer (CHRO) and thought leader in the Talent, Learning, Organization Development and Human Capital field. She is a seasoned wireless technology executive with extensive experience in the high tech industry. She has expertise managing global growth and leading international teams, as well as an extensive background implementing best in class practices in technology companies.

Tamar is Chief Human Resources Officer at XCOM, a wireless technology company propelling the next mobile revolution. Prior to this role she was Chief Talent Executive for Atlantic Bridge, a global venture capital fund focused on technology investments. She was previously Chief People Officer at Quixey, a Silicon Valley mobile tech company and before that was Chief Learning Officer at Qualcomm.

In her long tenure at Qualcomm she created a world class learning organization and grew the company from 700 employees to over 31,000. Her scope of leadership has included talent strategy, global learning, executive/leadership development & recruitment, technical development, employee communications, organization development, M&A integration, market research/competitive intelligence, talent management, culture & engagement, HR operations, learning technology and mobile learning.

She has been featured in numerous publications including CLO Magazine, Training Magazine, T&D Magazine, Fast Company and HR Executive Magazine for her leadership and contributions to the human capital profession. She was named 2010 “CLO of the Year” and in 2015, under her leadership, Qualcomm was named “Learning & Development Organization of the Year”.

She is the author of four books: “The Chief Learning Officer” (2011), "Measuring the Success of Learning Through Technology" (2013), "The Chief Talent Officer" (2017) and "Forward Focused Learning: Inside Award Winning Organizations" (2020).
